Lomé Port Clearing for Building Materials: What Your Agent Needs from Your Supplier
Most delays in Lomé port clearing are not caused by customs. They are caused by documents that were issued late, inconsistently or incompletely at the Chinese end — a packing list that does not match the invoice, a missing certificate of origin reference, a BESC filed after the vessel arrived. This guide is written for the importer and the clearing agent together: what the supplier must provide, when, and how the Lomé sequence runs for a container of kitchens, tiles, sanitaryware or furniture.
The clearing sequence at Lomé
| Step | What happens | Who |
|---|---|---|
| 1 | B/L issued at origin; BESC application filed through the appointed agent | Forwarder / agent, with supplier documents |
| 2 | BESC validated before vessel arrival | BESC agent |
| 3 | Vessel arrives; manifest lodged | Carrier |
| 4 | Customs declaration lodged with certificate of origin reference | Clearing agent (déclarant) |
| 5 | Duty and VAT assessed by HS code and paid | Importer via agent |
| 6 | Inspection if selected; release | Customs (OTR) |
| 7 | Container collected; trucking to site; empty returned within free time | Forwarder / trucker |
Forwarder-published clearance time is roughly three to seven days when documents are complete. Free time, demurrage and storage are set by the carrier and terminal; ask your forwarder for the current figures.
The supplier's document pack
This is what Decoropic issues for every Lomé shipment, and what you should demand from any supplier.
| Document | Detail that matters at Lomé |
|---|---|
| Commercial invoice | Consignee as registered importer; HS code per line; Incoterm; currency; values matching the packing list |
| Packing list | Carton count, gross/net weight, CBM per line; numbered to match the invoice; by room or area for installation |
| Bill of lading | Consignee and notify party as the importer instructs; container and seal numbers |
| Certificate of origin | Issued in China; its reference number goes on the Togo customs declaration (OTR requirement) |
| Export declaration | Chinese customs export declaration |
| BESC data set | Shipper, consignee, notify, vessel, POL/POD, B/L number, container numbers, HS codes, weights, package count, Incoterm, freight and insurance values |
| Bilingual versions | French/English invoice and packing list on request |
Consistency across documents is the single most important thing: the same product descriptions, HS codes and quantities on invoice, packing list, B/L and BESC.
BESC: deadlines and common mistakes
The Bordereau Électronique de Suivi des Cargaisons is mandatory for all cargo entering Togo or transiting through Lomé. Key points from carrier notices:
- Must be completed before the goods arrive at Lomé and before the customs declaration.
- Filed on the export side through the appointed agent, using the B/L.
- For transit cargo to Burkina Faso, Niger or Mali, two BESCs: one for Togo, one for the destination.
- Late submission may be accepted at destination before clearance, but the loading port must insert an indemnity clause in the manifest and penalties may apply.
Common mistakes: applying only after the vessel sails, mismatched container numbers between B/L and BESC, and a consignee name that differs from the importer's registration.
HS codes and duty bands
Togo applies the WAEMU common external tariff. The US Commercial Guide lists duty bands of 0, 5, 10, 20 and 35 percent with exceptions, and VAT at 18 percent on most goods. Which band a kitchen cabinet, a porcelain tile or an LED downlight falls into is a matter of HS classification; we put our proposed HS code on each invoice line, and your clearing agent confirms or corrects it before declaration. Binding advance rulings on classification, origin and valuation are available from OTR for large or recurring shipments.
Category-specific notes for inspection
| Category | What inspectors look at | How we prepare |
|---|---|---|
| Tiles & flooring | Weight vs declared; square metres vs cartons | Carton count and m² per pallet on the packing list |
| Sanitaryware | Piece count; breakage | Crated, with piece count per crate |
| Kitchens & wardrobes | Description consistency (furniture vs board) | Clear description, room numbering |
| Lighting & electrical | Electrical goods may be checked; confirm with your clearing agent | Spec sheets available |
| Doors & windows | Dimensions and glazing | Schedule attached to packing list |
| Furniture | Volume; knock-down vs assembled | Packing list states assembly state |
Timeline from vessel arrival
| Day | Milestone |
|---|---|
| −7 or earlier | BESC validated |
| 0 | Vessel arrives, manifest lodged |
| 1–3 | Declaration lodged, assessment, payment |
| 3–7 | Inspection if selected; release |
| 7–10 | Container trucked to site; unloading |
| within free time | Empty returned to depot |
Before the vessel sails: a five-point check
- Invoice, packing list and B/L agree on quantities, weights, container and seal numbers.
- Certificate of origin issued and scanned to the clearing agent.
- BESC applied for and tracking reference received.
- Consignee and notify party match the importer's registration with OTR.
- Duty and VAT funds estimated by the agent and available before arrival.
Where Decoropic fits
Decoropic (Foshan Home Style Import & Export Co., Ltd., est. 2011, Foshan) has no office in Togo and does not clear cargo at Lomé. Our role ends at the port: we issue a complete, consistent document pack, supply the BESC data set to your forwarder on the day the B/L is issued, and ship to Lomé with your forwarder or one we recommend. Clearing is by your déclarant; installation is by your contractor with our remote support (drawings, numbered packing, video guides, WhatsApp). Our Accra office, under 200 km away, is the regional reference base for Lomé buyers.
FAQ
Can Decoropic file the BESC? No. The BESC is filed through the appointed agent by the forwarder or importer. We provide every data field it needs on the day the B/L is issued.
What if the certificate of origin is missing at arrival? The OTR requires its reference on the declaration, so clearance will stall. We issue it with the shipping documents and send the scan before the vessel arrives.
Who pays demurrage if clearing is delayed? The importer. This is why document consistency and early BESC filing matter.
Can you recommend a clearing agent in Lomé? We can introduce forwarders with Lomé experience; the clearing contract is between you and the agent.
