How to Import Building Materials from China to Côte d'Ivoire

Côte d'Ivoire is one of the more orderly markets in West Africa to import building materials from China into: a single electronic window (GUCE), a well-run container port in Abidjan and a conformity programme that is clear about what it covers. The sequence still has to be followed correctly. This guide covers the port, the three documents that matter most (FDI, BSC and the VoC Certificate of Conformity), transit times from South China, a category checklist and a timeline for a villa, apartment or hotel project in Abidjan or upcountry.

Port of Abidjan and transit from South China

ItemDetail
Main portPort Autonome d'Abidjan (Abidjan), Gulf of Guinea
Secondary portSan Pédro (south-west; used for some cargo)
Origin ports we useGuangzhou (Nansha) or Shenzhen (Yantian/Shekou), from the Foshan warehouse
Published FCL transit, Shenzhen → AbidjanAbout 45 days (forwarder-published figure)
Published LCL transitAbout 52–55 days
Air freight (samples only)3–7 days to Abidjan (ABJ)

Transit depends on the carrier and whether the service is direct or relays via a hub, so treat the figures as planning numbers and ask your forwarder for the current schedule. Decoropic books with your forwarder or recommends one with Abidjan experience; clearing is done by your transitaire (clearing agent) in Abidjan.

The three Côte d'Ivoire documents you must get right

DocumentFull nameIssued / managed byWhen
FDIFiche de Déclaration à l'ImportationPrepared through the GUCE single window by the importer or agentBefore shipment; records importer, exporter, HS codes, CIF value, transport details
BSCBordereau de Suivi des Cargaisons (also called ECTN)Office Ivoirien des Chargeurs (OIC), electronicallyValidated before vessel arrival; references the FDI
VoC Certificate of ConformityCertificate of Conformity under the Verification of Conformity (VoC) programmeMinistry of Commerce programme implemented by Bureau Veritas; mandatory since July 2018Goods assessed before export; required for customs clearance

The VoC programme covers thirteen product categories including building materials and electrical and electronic products. In practice that means tiles, sanitaryware, doors and windows, lighting and electrical accessories in a Decoropic order are likely within scope; exact inclusion per HS code is confirmed by Bureau Veritas at the time of application.

Standard commercial documents from our side: commercial invoice, packing list, bill of lading and certificate of origin. Documents in French or bilingual French/English are preferable since the customs administration works in French; we issue bilingual invoices and packing lists on request.

Duty and VAT are applied by HS code under the regional common external tariff. We do not quote rates; your transitaire does.

Common delays and how to avoid them

DelayCausePrevention
VoC certificate not ready at loadingApplication started after production finishedApply when the pro forma is final, inspect during consolidation
BSC not validated on arrivalAgent waited for original B/LApply from the telex or draft B/L the day it is issued
FDI value mismatchFinal invoice differs from pro formaFreeze the product list before FDI; amend only if essential
Customs query on descriptionFurniture described as "board" or tiles without m²Use clear descriptions and HS codes per line; bilingual packing list
Container held for weightTiles over road weight limitLoad tiles to weight, not volume; split across containers

Payment and order size

T/T or L/C; no minimum order. A single apartment's kitchen and bathrooms can ship LCL. Mixed categories from multiple Foshan-area factories are consolidated into one container with one set of documents, which also simplifies the single FDI and BSC.

Where Decoropic fits

Decoropic (Foshan Home Style Import & Export Co., Ltd., Foshan, est. 2011; founder with 26 years in trade and 20+ years in West Africa) has an office in Accra, Ghana, and no office in Côte d'Ivoire. For Ivorian projects we design, source, consolidate at Foshan, arrange VoC inspection access and ship to Abidjan with your forwarder or one we recommend. FDI, BSC, clearing and installation are handled on your side; we support installation remotely with shop drawings, numbered packing, video guides and WhatsApp. Ghana, two borders east, is the regional reference base: the same products are installed in Accra projects and the Accra office is reachable for a materials visit.

FAQ

Who applies for the BSC? The BSC is obtained through the Office Ivoirien des Chargeurs, normally by your clearing agent or a BSC service provider, using the bill of lading and invoice we issue. We provide the data; we do not apply on your behalf.

Is the VoC inspection done in China? Yes. Goods are assessed before export; Bureau Veritas inspects at the Foshan warehouse or factory and issues the Certificate of Conformity used at clearance.

Can documents be in French? Yes. We issue bilingual French/English invoices, packing lists and shop drawings on request.

Do you deliver to Yamoussoukro, Bouaké or San Pédro? Delivery is to Port of Abidjan (or San Pédro if your forwarder routes there). Inland trucking is arranged by your transitaire.
